Where the ramen is, the cool kids follow.
The theory: a neighbourhood with lots of ramen shops is a hip neighbourhood. So if you want to know where to live (or where to spend Saturday), follow the noodles.
Places in OpenStreetMap tagged with ramen cuisine, or restaurants, cafés, bars and food stalls with ramen, rāmen, ラーメン, らあめん, らーめん, 拉麺, 拉面 or 라멘 in their name. In Latin script the word has to start or end a word, so Kyuramen counts but Sacramento doesn't. Menus aren't in OpenStreetMap, so a place that only has ramen on its menu counts only if it's tagged with ramen cuisine.

Cities are OpenStreetMap's cities and towns; each shop belongs to the nearest one. Big cities whose districts are mapped as separate cities (Tokyo's wards, for example) include them as areas. Per-capita figures use the city's own population as recorded in OpenStreetMap, so treat them as a rough guide.
